The program aims at supporting the decentralisation process of Mozambique, hence at improving public services for citizens, by strengthening the public administration and backing socio-economic development at the district level in Districts of Sofala Province (Caia, Chemba, Maringue, Marromeu and Nhamatanda), as well as by supporting the Municipality of Beira in conducting scientific studies on coastal erosion and on actions to counter it. The goal of the project is indeed to deepen the action carried out by the Italian Cooperation, both at the political and economic level, through the General Budget Support, through a direct intervention benefitting the most vulnerable layers of the population living in districts of the centre of Mozambique, hence far from the social and economic development brimming in the capital city and its central government institutions. The methodology of the programme was defined by a bilateral agreement signed on 20th November 2006. The programme aims at: (i) supporting the dissemination of the practices of decentralisation and participatory local development, by developing strong coordination and diffusion of best practices between local institutions and donors and amongst donors; (ii) developing human resources, supporting the local public administration as to provid quality primary services; (iii) supporting the development of economic activities and employment through credit to small enterprise in rural areas (microcredit); (iv) saveguarding and valuing environmental resources; (v) improving structural and social conditions in the five districts involved in the programme by financing infrastructural and social development projects. read more close

Main outcome

The Program aims at strengthening public service provision and promoting socio-economic development at district level, in order to support and enable local ownership in accordance with Government orientation and community’s priorities.
