PROSAUDE is a pooling fund created by a group of donors in order to support the national health system. Currently, it is linked to the implementation of the National Health Plan 2013-2017, and is also aimed at strengthening the health system internal management capacities. PROSAUDE II supports the principles defined by international conventions in Accra, Parigi and Busan related to harmonization, alignment and ownership of the beneficiaries countries in the context of cooperation policies. PROSAUDE includes evaluation, monitoring and auditing mechanisms in order to verify activities' progress, as well as routine meetings among donors and Government to keep open the dialogue and avoid misunderstandings. read more close

Beneficiaries

All Mozambican population is benefited by the initiative (about 25.000.000 people by 2015), by funding health services so as to deliver proper health care. It should be noted that the plan focuses on vulnerable groups, as children, women and disabled people. Health priorities are also considered individuals exposed to HIV/AIDS, tuberculosis and malaria. Currently, PROSAUDE provides salaries to about 4500 health workers that are in the waiting-list to be hired by the national system. It also directly benefits about 100 top health professionals and health managers by paying incentives in order to retain them in the civil service. It should be noted that the Italian contribution to this common fund mechanism (a net annual amount of 500,000 euros in 2015) is currently very limited (about 1% of the fund).

Most partners disagree with the payment of incentives and salaries to the MoH/Health National System staff. This long-standing situation achieved almost a breaking point at the beginning of the year, when some partners threatened to withdraw from this common fund

Although an impact on PROSAUDE has been produced until now, it is possible that some partners will leave this pooling mechanism

Actions taken

A dialogue has been held between PROSAUDE partners and the MoH regarding the payment of salaries and incentives of human resources that work in the national health system. In fact, some partners disagree on this use of pooled funds. Based on the results of a consultancy partially funded by the Italian Cooperation, partners agreed a reduction (about 40%) of the amount to be spent on incentives in 2016. According to the partners' conditions, a progressive scaling down should end incentives' payments by PROSAUDE funds within 2018. Salaries will still be paid during the next years. In fact, current budget's limits hinder the possibility to pay through public funds about 10% of the health workforce (4500 elements) already inserted and active in the national health system, whose retribution is being paid by external funds. N.B. Italy does not disagree a priori with funding staff salaries and incentives, if done with transparency and in the full respect of rules.

Discontentment among partners on the way procurement (with PROSAUDE funds) is carried out, mainly due to institutional weakness of the counterpart

Although an impact on PROSAUDE has been produced until now, it is possible that some partners will stop disbursing through PROSAUDE

Ministry of Health

It is a direct disbursement to the donors' pooling bank account held by the Ministry of Finance in behalf of the Ministry of Health. Total amount is Euro 3.000.000. Currently (2015) the annual disbursed amount is Euro 500,000.
