The microfinance and SME sector started declining at national level since the project was first proposed. In addition, one of the leading microfinance institutions, BRAC had to exit the sector due to its portfolio quality and operational management issues.

Delay in the implementation of the Project activities.

Actions taken

In order to reactivate the ISAME Project, MISFA and MoF proposed to align the Project revision with a program financed by the World Bank “Access to Finance”, which include a component defined “Targeting the Ultra Poor” (TUP). On 10th December 2014 the revision of the ISAME Project was approved by the Steering Committee for the Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation.

Ministry of Finance through MISFA

The MISFA-ISAME project, financed through Art.15 has a budget of Euro 6,400,000, includes the following main three components: 1) Targeting Ultra Poor (TUP); 2) Microfinance; 3) Small & Medium Enterprises (SME). The first component, TUP is a new one, was approved by the Steering Committee for the Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation on 10th December 2014, while the other two components were already part of the original ISAME Project. Regarding the microfinance component, MISFA will operate through four MFI partners, while for SME through one MFI only, the First Micro-Finance Bank (FMFB). The Project operative activities will commence in March 2015, with: - Microcredit to vulnerable people provided by MFI partners. - Provision of credits to SMEs by the MFI partners. - Activities in support to TUP people in four districts of Herat. - Providing capacity building to the MFIs and NGOs partners. - Management support for implementation of the ISAME Project.

The “Local Fund” component (AID 9309.03.1) is in support to the activities funded on the basis of the Article 15 DPR 177/88, which is intended to support the activities of MISFA, related to activities of microcredit to vulnerable groups and support for small and medium enterprises (SME) in the Western region of the country. The “Local Fund” is directly managed by DGCS and was financed first in the amount of Euro 100,000 and in December 2011 it was re-financed with an additional amount of Euro 123,600 for a total of Euro 223,600. It was targeted for technical assistance activities, capacity building, and monitoring the Micro-Finance Institutions (MFI), partners of MISFA, social animation of local personnel and for promotional activities of awareness, brochures and informative material for visibility focused on promotion of micro-credit, preliminary report on microfinance, purchase of equipment and participation to the costs of rent and running costs of the offices of the Italian Cooperation in Afghanistan.

Italian Ministry of Foreign Affairs and International Cooperation/ DGCS

The “Expertise Fund” component (AID 9309.02.0) was funded in the amount of Euro 250,000. The aim of this component was to provide with capacity building, monitoring and support to the implementation of the program carried out by MISFA and by the Micro-Finance Institutions (MFI) in their respective Project activities. In 2015 there was an additional funding of Euro 169,000.00
