Description

The National Solidarity Program (NSP) is widely considered as the flagship program for the rural development in Afghanistan. It is a program designed and implemented by the Ministry of Rural Rehabilitation Development (MRRD) in close collaboration with the World Bank. The Program is strengthening local governance in Afghanistan in order to improve the access of rural communities to social and productive infrastructure and services by channeling resources to democratically-elected Community Development Councils (CDCs) and building the capacity of CDCs to facilitate community level investments. The importance of rural development has been affirmed in the documents named the Afghanistan National Development Strategy (ANDS) and in the Tokyo Mutual Accountability Framework (TMAF). The grant here mentioned refer to the second phase of the program (NSP II) which has increased the number of rural communities reached during the first phase (NSP I) closing its period of implementation with 20.000 communities finaced and more than 47.000 subprojects realized. The projects realized with the Italian grant have been 1.700 involving around 1.300.000 individuals and 261.000 families. The NSP in general is paying attention to the vulnerable people as women, IDPs, small ethnic groups through an inclusive participation system in the CDCs election and during the implementation of project activities. All NSP projects are small-scale rural infrastructures with a very low environmental and social impact (irrigation schemes, boreholes, micro hydro-power plant, tertiary road ….). During the implementation period (2008-2012) the Italian contribution to NSP II has been supported with 2 other additional funds called Management Local Fund (MLF) and Expert Fund (EF), both with the scope of facilitate the monitoring, management activities and the visibility of the main grant by the Italian Development Cooperation staff. read more close
