Description

The project falls in the scope of instating and reinforcing a local development strategy in Lebanon. It specifically pertains to a financial contribution amounting to Euros 650.000,00 aimed at responding to the Lebanese government request in upgrading the local governments’ capacities in order to better address local services and needs. Local authorities are considered as effective agents on both socioeconomic and democratization dimensions. Therefore, it becomes vital to reinforce their role nationwide, in a country where the applied legislative context does not reflect their autonomy neither guarantee viable administrative capacities. In particular, the project foresees building upon the initiative aiming at developing the decentralisation framework law (Italian finance) through carrying out the necessary institutional, legal, technical and dissemination procedures. It will also explore and make use of opportunities leading to setting the basis for a multi-donor fund mechanism. Last but not least, a national strategy on local development shall be elaborated. Local development actions will be formulated and executed in synergy with other donors involved in the local development sector, and in full direct and active involvement of the targeted Unions of Municipalities (the safeguard of forest resources being identified as a key immediate intervention). read more close
